The general rules of parliamentary procedure set forth in the latest edition of Robert's Rules

There are four Basic Types of Motions: 1.

Main Motions: The purpose of amain motion is to introduce items to the membership for their consideration. Main motions cannot be made when any other motion is on the floor, and they yield to privileged, subsidiary, and incidental motions. Subsidiary Motions: Their purpose is to change or affect how a main motion is handled and are voted on before a main motion. Privileged Motions: Their purpose is to bring up items that are urgent about special or important matters unrelated to pending business. Incidental Motions: Their purpose is to provide a means of questioningprocedure concerning other motions and must be considered before the other motion.

What Is Parliamentary Procedure? It is a set of rules for conduct at meetings, that allows everyone to be heard and to make decisions without confusion. Why is Parliamentary Procedure Important? Because it's a time-tested method of conducting business at meetings and public gatherings. It can be adapted to fit the needs of any organization. Today, Robert's Rules of Order newly revised is the basic handbook of operation for most clubs, organizations and other groups. So, it's important that everyone know these basic rules! Organizations using parliamentary procedure usually follow a fixed order of business. Below is a typical example: 1. Call to order. 2. Roll call of members present. 3. Reading of minutes of lastmeeting. 4. Officers reports. 5. Committee reports. 6. Special orders --- Important business previously designated for consideration at this meeting. 7. Unfinished business. 8. New business. 9. Announcements. 10. Adjournment. The method used by members to express themselves is in the form of moving motions. A motion is a proposal that the entire membership take action or a stand on an issue. Individual members can: 1. Call to order. 2. Second motions. 3. Debate motions. 4. Vote on motions.

How are Motions Presented? 1. Obtaining the floor a.

Wait until the last speaker has finished. Rise and address the Chairman by saying, "Mr. Chairman, or Mr. President."

This method is used when a record of each person's vote is required. By General Consent -- When a motionis not likely to be opposed, the Chairman says, "if there is no objection …." The membership shows agreement by their silence; however, if one member says, "I object," the item must be put to avote. By Division -- This is a slight variation of a voice vote. It does not require a count unless the chairman so desires. Members raise their hands or stand. By Ballot -- Members write their vote on a slip of paper. This method is used when secrecy is desired. There are two other motions that are commonly used that relate to voting. 1. Motion to Table -- This motion is often used in the attempt to "kill" a motion.The 3. 4. 5.

Once your motion is presented to the membership by the chairman it becomes "assembly property," and cannot be changed by you without the consent of the members. The time for you to speak in favor of your motion is at this point in time, rather than at the time you present it. The mover is always allowed to speak first. All comments and debate must be directed to the chairman. Keep to the time limit for speaking that has been established. The mover may speak again only after other speakers are finished, unless called upon by the Chairman.

Parliamentary Procedure is the best way to get things done at your meetings. But it will only work if you use it properly. 1. Allow motions that are in order. 2. Have members obtain the floor properly. 3. Speak clearly and concisely. 4. Obey the rules of debate. Most importantly, BE COURTEOUS .

Voting on a Motion: The method of vote on any motion depends on the situation and the by-laws or policy of your organization. There are five methods used to vote by most organizations, they are: 1. By Voice -- The Chairman asks those in favor to say, "aye," those opposed to say "no." Any member may move for an exact count.

Announcements • Your assigned table number for the Friday business session is printed on your name tag. We will not have assigned seating during meals or during business on Saturday. • Convention Committees are requested to meet near the podium for a brief check-in immediately following the Friday afternoon business session. • Clergy and Lay Delegates each have a bright blue voting card inserted in their name tag holders. Please do not lose your voting card. This card informs the tellers of your voting status at the balloting area for the election of diocesan leadership positions. This card also allows tellers to count your vote in open legislative sessions of Convention. • Kristen Kroeger, the Convention Registrar, will certify delegates and alternates in the check-in area using the Certificates of Election as filed by parishes. • Your name tag serves as your meal ticket and must be worn for Friday dinner, Saturday lunch, and/or the Saturday banquet. If you are registered for the Commission on Ministry lunch, your nametag will have a special designation. • All meals will be in Roanoke Ballroom A/B. All business sessions will be in Roanoke Ballroom C/H. • All participants are encouraged to visit the Exhibit Hall in the Crystal Ballroom. 2018 CONVENTION NOMINEE PROFILES Delegates will elect new members to positions of diocesan leadership. All nominees were invited to provide a digital photo and to respond to the following question: In 50 words or less: If elected, I would bring the following strengths to this position:

Rev. Russell Hatfield , Non-Parochial I was ordained almost 20 years ago and have served the Tazewell Cluster all that time. I

taught school for 35 years before finally answering God's call. With my teaching experience, dealing with young people as well as parents and other adults, and my church work I have seen it all, and I have learned to look beyond the obvious to get to the root of situations. Being fair, compassionate, and diligent is important in dealing with any and all situations.

Rev. John Lane , Non-Parochial A genuine elder: 45 years experience: 3 parishes, 3 dioceses, national church; empathy.

Rev. Emily Edmondson , Christ Church, Marion My strengths lie in my ability and willingness to listen to God and my brothers and sisters in Christ. I am dependable and make every effort to show for meetings. I can make a decision and stand by it. Bravery is what is given to us and what is often needed as followers of Christ. I am a follower of Christ but also a leader for Him as well.

99th Annual Convention

Rev. Boyd Evans , St. Thomas, Abingdon Part of my calling is to bring healing and reconciliation to difficult conflict situations. I exercised this ministry several times prior to ordination. I believe that I am capable of hearing the issues which may come before this committee in an unbiased manner and help to derive fair, pastoral solutions. I also share a passion for ensuring that all of God's people and all of God's children have a safe place to worship, learn, and serve.

Rev. David Elphee , Non-Parochial I have worked in four dioceses since ordination in a ministry spanning fifty two years. I have been known as a thoughtful and compassionate priest, with a burden for the underdog.

Rev. Birch Rambo , St. John’s, Wythevi"e I served on the Disciplinary Board of the Diocese of Spokane and the Province VIII Court of Review and I know the canons well. Rev. Kent Tarpley , Non-Parochial I love the Episcopal Church, and have been a lifelong member. I have been privileged to serve as a parish priest and rector of 4 parishes over a 32 year span. I also have a social work master's degree and experience in individual and family therapy. I have certificates in spiritual direction and in church development. David Bice , St John’s, Lynchburg As a member of the Episcopal church, I have served in a number of capacities; whether on Vestry, as a warden (senior and junior), mission outreach, kitchen cook or teaching middle school youth. I have practiced law for 33 years primarily in family law, as a mediator, litigator (trial attorney), and in the collaborative resolution process and have served on a number of panels with the Virginia Supreme Court to train members of the judiciary, write or revise legislation, and currently lecture to both attorneys in Virginia and nationwide. JimAckley , St Paul’s Lynchburg As a life-long member of St. Paul's-Lynchburg, where I’ve served in many lay leadership capacities, as well as a former President of the Lynchburg Convocation, nine-year member of the Diocesan Executive Board, and a member of the Diocese’s most recent Bishop Search Committee, I am very aware of the Diocese and its goals for the future, and feel well-prepared to assist the Bishop in developing and implementing a plan to reach those goals.

Bob Miller , Christ Church, Blacksburg I have served the diocese as a member of the Executive Board for three terms, was chair of the Trustees of the Funds, am a member of the Commission on Ministry, was a member of the nominating committee for the fifth and sixth bishops, and serve on the board of Phoebe Needles. I am a former vestry member and a trustee of our parish. This summer I will serve as a Deputy to General Convention for my fifth time. I feel I work collaboratively and efficiently in various groups, and want to continue in service to our Diocese.

In my professional life I am a school teacher/ administrator which requires me to use these skills to solve problems and work with people in a variety of ways.
