Shakopee was once a small isolated town in the rural hinterland of the Twin Cities. As the government seat of Scott County, it has, since its founding, been a local center of commerce. Today, its modern economy has grown to become more intertwined with regional metropolitan growth. While the city has developed into a significant center of industry and economic activity over the past few decades, it also serves as an upper middle class bedroom community for many who work in Minneapolis, St. Paul or elsewhere in the region. As suburbanization has expanded outward from Minneapolis and St. Paul into the surrounding seven-county area, Shakopee is no longer as physically separated as it once was. Shakopee is designated as a “Suburban Edge” by the Metropolitan Council, as outlined in “Thrive MSP 2040,” the Twin Cities regional plan. This community designation describes a number of communities that have experienced significant residential growth since the 1990s and are dealing with a variety of challenges associated with change and urbanizing development. Being a Suburban Edge community requires Shakopee to meet an overall residential density of 3 to 5 units per acre. Other Suburban Edge communities in the region include Chaska, Blaine, Cottage Grove, Lakeville, Maple Grove, Plymouth, and Woodbury.
