4.2.3 The evaluation of the temporary, full-time employee’s performance history during the prior six-month period, including a review of performance of duties, personal conduct, and the presence of any disciplinary actions 4.3 Based on the results of the assessment process, the department will make a decision to either proceed to transition the temporary, full-time employee to a permanent, full-time status, or to terminate the employee from City employment. 4.4.1 The Request for Approval - Transition of Temporary Full-time Employee to Permanent Status form must be completed and submitted for review and approval by the Department Director, the Personnel Director, the Budget Manager, and the City Manager 4.4.2 Upon final approval by the City Manager, the Request for Approval form is returned to the Personnel Director for coordination of the transfer to permanent status (including the completion of an employment application and the routine pre-employment screening process) 4.4.3 Upon notification of the successful completion of this process, the department will submit a Personnel Action Form, along with other required documents, to the Personnel Department to establish the employee’s permanent status with full benefits 4.4 If a decision is made to transition the temporary employee to permanent status, the following actions should occur:

4.5 If the temporary, full-time employee is moved to a newly created permanent position, the vacated temporary position will not be backfilled.

4.6 If the temporary, full-time employee is moved to an existing vacant authorized position, the vacated temporary position may be backfilled, depending on the department’s operational and/or programmatic needs. 4.7 Existing vacant authorized permanent positions should be utilized whenever possible in lieu of requesting the creation of a new permanent position.
