When the city manager calls a disaster for the city, the Governor must declare the disaster first. 9.7.2.1.1 Some employees can be paid if necessary (meaning they worked; are exempt and can receive straight pay, if declared by the City Manager). 9.7.2.1.2 If the city manager does not file paperwork to declare a disaster, exempt people do not get paid. 9.7.2.1.3 Different accounts are used when dealing with a disaster.
