Departments. 3.3 Any new job classification must be reviewed by the Human Resources Director or the Director’s designee to be evaluated and assigned a proposed job classification based on the standards set in section 3.2. The Human Resources Director will forward a recommendation in accordance with section 3.6. 3.4 A Department Director may submit a request to the Human Resources Director to change an existing job classification. The job classification review will consider whether there has been (or immediately will be) a significant change in the minimum required qualifications, job duties, responsibilities and/or complexity of the work performed and whether the job more closely aligns with a different job classification or different job family. 3.5 New classifications and classification changes that cannot be approved administratively must be made by the City Council. 3.6 In addition to assessing Departmental requests, the Human Resources Department will review job classifications and report results to the City Manager on a regular basis to ensure that: 3.6.1 The duties of each position are still relevant; and, 3.6.2 The position is correctly classified and placed in the appropriate compensation structure General Requirements When setting salaries or making decisions under this policy, the Department Director, Human Resources Director, and City Manager should consider, at a minimum, the City’s compensation philosophy, equity concerns, and current market rates. 4.2 Base salaries shall not exceed the step or band maximum for the job classification. 4.3 The City shall at all times follow the provisions of its living wage policy in carrying out its job classification and compensation system. Establishing Initial Salaries Placement within Pay Structure on Initial Implementation of Pay System 5.1.1 Employees should be placed at or above the step or band minimum for their job classification after full implementation of the pay system. 5.2 Starting Pay on Initial Employment with the City. 5.2.1 Prior to posting a position, the Department Director and the Human Resources Director, or their designees, will establish a hiring range for the position within the existing pay range. When setting the hiring range, the Directors should pay special attention to current market rates and equity. 4.1 5.1
