POLICY

4.1. It shall be the policy of the City of Raleigh to avoid the necessity for overtime work whenever possible. In emergencies, an appointing authority may approve reasonable periods of overtime work to meet operational needs. 4.2 It is the policy of the City of Raleigh to comply with controlling laws that govern overtime compensation. The City of Raleigh encourages employees who believe that they have not been compensated in the manner that federal or State laws require to report concerns immediately to their supervisor and to make use of the City's grievance procedure if those issues are not promptly resolved. 4.3 The Raleigh City Council establishes compensation for all City employees. The Council may at any time change budgetary items, policies, or procedures related to compensation without the need to amend this policy. The Raleigh City Charter grants the City Manager broad authority to make operational changes. This policy cannot and does not limit the City Manager's discretion and authority.

DEFINITIONS

5.1

See Standard Procedure 300-1, Paragraph 6.0.

5.2 Offset time -- Time off that is taken during the same work week or work cycle in order to offset any hours worked beyond the established schedule.
