JOAN SIMMONS rightfully is beaming about her granddaughter , Caroline Simmons. STAMFORD -- In a tough year for state Democrats , those in Stamford Tuesday unseated a Republican incumbent and swept races for every seat in the House of Representatives and Senate. In what many considered the most closely watched match-up in the city, Caroline Simmons , a 28-year-old business programs specialist for the Women's Business Development Council , faced two-term incumbent state Rep. Michael Molgano , R-144th District. As of 9:30 p.m., the unofficial tally had Simmons leading Molgano 3,538 votes to 3,001 votes. Simmons, who grew up in Greenwich and moved to Stamford in August, worked for the U.S. Department of Homeland Security in counterterrorism and administering funds to bolster police training for mass- shooting response.

Simmons emphasized her interest in expanding tax breaks to new and existing small businesses to cut the unemployment rate. "I'm so honored and grateful for this opportunity to serve," Simmons said. "I have such respect for Molgano's service."
