THE FA Elevens 50 Minute League Rules & Regulations

Rules & regulations

Ethos:

The aim of the competition is to provide men aged 16+ with the opportunity to play 11-a-side football that may be unable to play in a weekend football league.

League Officers:

The league will be administered by the Peterborough & District Football League.

Venue:

3G football turf pitch, Netherton United FC, The Grange, Mayors Walk, Peterborough, PE3 6HQ, with a second venue of Yaxley FC on Tuesday Nights, In2itive Park, Leading Drove, Holme Road, Yaxley, Peterborough, PE7 3NA if we are oversubscribed. This competition and its Clubs shall support The FA’s Respect programme. As such it recognises that everyone in football has a collective responsibility to create a fair, safe and enjoyable envi- ronment in which the game can take place. A Respect League values the contribution of match officials, players and spectators and ensures that they are treated with courtesy and fairness by opposing players, club officials and spectators. The League and its Clubs will seek to play fixtures in a fair, competitive but not antagonistic environment.

Format:

The league will consist of two divisions of six teams. The divisions will be known as A and B.

Teams will play each other once during Season 1 (5 fixtures) on the dates shown below. • League A – 26 th May, 9 th June, 23 rd June, 7 th July, and 21 st July • League B – 2 nd June, 16 th June, 30 th June, 14 th July and 28 th July • Finals night – 4 th August 2016 Matches will kick-off at 7.00pm, 8.00pm or 9.00pm. Fixtures and results will be published online using The FA’s Full-Time league website.

Depending on interest, additional seasons may be added.

Points system:

3 points for a win, 1 point for a draw, 0 points for a loss.

Standings:

League positions will be determined on the following priority: 1. Points 2. Goal difference. 3. Goals scored. 4. Goals conceded

League/Match fees

Entry fee:

The league costs £15 per team per season to enter

Match fee:

Matches will cost £45 per team per match, payable on the night, in cash, to the League Co- ordinator. In the event of a team not being ready to play within 10 minutes of the designated start time, the match will be cancelled however the late team’s match fee will still be payable.

Match length: Matches will last 50 minutes (2 x 25 minute halves) with a 2-minute half-time drink break.

Team size: Teams will consist of 11 players; however teams can play with a minimum of 7 players on the pitch Substitutions: A club may at its discretion use 3 substitute players in any match in this competition, who may be selected from 3 players. A player who has been substituted himself becomes a substitute and may replace a player at any time subject to the substitution being carried out in accordance with Law 3 of the Laws of Association Football. This rule is known as “repeat substitutions”.

Players/Squads

Squad size: Teams can register and use up to 25 players within their squad. More than 25 players may be permitted, at the discretion of the League Co-ordinator. Should teams wish to register additional players up to the permitted number, they may only do so with the permission of the league co-ordinator. Players:

Qualification: Contract players, as defined in Football Association Rules, are not permitted in this Competition.

While serving in any branch of Her Majesty’s Regular Forces, a player must first ob- tain the consent of his Association Secretary before signing a registration form to play for the Club. The League Officers shall have power to refuse, cancel or suspend the registration of any player at any time.

Player equipment

Kit:

Teams are encouraged to wear matching shirts where possible. However, coloured bibs will be provided by the league if teams wish to use them. Players must wear shorts and football socks.

Shin pads:

Shin pads are mandatory for all players at all times.

Footwear:

Astro-turf trainers or moulded boots are permitted. Metal studs are strictly not permitted.

Staffing

Officials:

Referees and assistant referees will be qualified officials, appointed by the Peterborough & District Football League. The cost of the referees and assistants is included within the match fee.

Co-ordinator: The League Co-ordinator will be the first point of contact for all teams.

Responsibilities on team organisers

Team organisers will be required to:

register the team and players with the league organisers (by email) Be the main point of contact for the League Co-ordinator for all team-related matters (the majority of which will be done via email)

The ethos of the league is to keep administrative work for team organisers to a minimum

League Governance

Discipline:

The use of temporary time suspensions (sin bins) and the exclusion of a player arising from the issuing of a red card are the disciplinary sanctions for use in this league. Further details can be found in Appendix 1 – Discipline sanctions for The FA Elevens All matches shall be played in accordance with the Laws of the Game as determined by the International Football Association Board. The Peterborough & District FA Elevens pilot league is affiliated to Northamptonshire Foot- ball Association, which means that:

Registered players are covered by a personal accident insurance policy with Sportsguard. Contact the League Co-ordinator if you wish to make a claim. All questions of eligibility, qualification of players or interpretation of the rules shall be re- ferred to the League Officers. Breaches of league rules will be dealt with by the League Officers whose decisions are sub- ject to appeal in accordance with FA procedures.

Appendix 1 - Disciplinary Sanctions (Adapted from the FA Small Sided Football Laws of the Game)

The use of temporary time suspensions (sin bins) and the exclusion of a player arising from the issuing of a red card are the disciplinary sanctions for use in these leagues. Match officials will employ the use of tem- porary timed suspensions (blue cards) in all cases traditionally regarded as cautionable offences. The op- tions for a match official imposing disciplinary sanctions are therefore:

 Player shown a blue card and temporarily suspended from play (five minutes)  Player issued with a second blue card and permanently excluded from play  Player issued with a straight red card and permanently excluded from play

Sin Bin Offences (Blue Card): A blue card offence will be accompanied by a temporary suspension from play of five minutes in duration. The release of players from a temporary suspension will be at the direction of the referee. A player who has been sin binned cannot be replaced by another player during their temporary suspension from play. A player is shown the blue card and temporarily excluded from play for five minutes in all cases traditional- ly regarded as cautionable offences. Blue cards will not be recorded by the match officials, league organis- er, or County FA. No disciplinary fine shall be incurred by the player for receiving a blue card. Guilty of serious foul play Guilty of violent conduct Spits at an opponent or any other person Denies the opposing team a goal or an obvious goal-scoring opportunity by deliberately handling the ball (this does not apply to a goalkeeper within his own penalty area) Denies an obvious goal-scoring opportunity to an opponent moving towards the player’s goal by an offence punishable by a free kick or a penalty kick Uses offensive, insulting or abusive language Sending Off Offences (Red Card): A player is sent off and shown the red card if he commits any of the following offences:

Disciplinary Procedures for Red Card Offences:

‘Less Serious’ Red Card Offences (as outlined in the table below) Offences classified within the table will be dealt with by the league organiser under the delegated-authority of the County FA. The match official should complete a disciplinary report and ensure that it is sent to the league organiser. The league organiser should employ the following disciplinary tariff of suspensions in such cases as outlined in the table. The league organiser will not fine the player for ‘less serious’ red card offences.

‘Serious’ Red Card Offences Offences not classified in the above table will be the responsibility of the local County FA. Once the County FA has reviewed the case the league organiser along with the player will be informed of the outcome and any disciplinary action. For these offences match officials are required to complete a Disciplinary Report and submit a copy to the league organiser and County FA.
