MONITORING AND CIVIL RIGHTS COMPLIANCE SPECIALIST

Characteristics of Work: This position reports directly to the Director of Monitoring and Civil Rights Compliance for all monitoring responsibilities. The incumbent will provide a full range of advanced and complex administrative support. The incumbent must demonstrate a high degree of flexibility, discretion, and tact in handling sensitive and complex issues, and the ability to exercise sound judgment in accordance with board policies and procedures, as well as state and federal regulations and guidelines. The specialist must establish and maintain effective relationships with the community and junior college personnel responsible for various audits conducted by the MCCB. The incumbent will assist with enrollment, workforce, Supplemental Nutrition Assistance Program (SNAP), Career Readiness Certificate (CRC), and other identified monitoring and audits. Examples of Work: The following examples are intended only as illustrations of the various tasks performed by the incumbent in this position. These examples are not meant to be exhaustive; they are representative of the general functions of this position. 1. Develop and maintain agency documents and manuals related to the Methods of Administration (MOA) for Civil Rights Compliance, and the Guide to OCR Compliance. 2. Coordinate and conduct OCR On-Site reviews. 3. Interact frequently with internal and external constituents, create and deliver formal presentations on relevant topics, policies, and procedures at meetings and conferences. 4. Assist with the scheduling and planning of audit visits, including deployment of internal staff when needed. 5. Assist with improving monitoring and audit procedures through continuous review, incorporating technology as appropriate to improve accuracy, effectiveness and efficiency. 6. Assist with monitoring/audits of enrollment, attendance, workforce, SNAP, CRC, and Perkins Act, and other as identified and as available. 7. Maintains a thorough working knowledge of all levels of state and federal statutes and related guidelines which pertain to statewide monitoring. 8. Prepare, compile, and coordinate complex administrative technical reports and maintain accurate records and files. 9. Assist the Director of Career and Technical Education in the development of articulation agreements between the Board and MDE. 10. Assist the Director of Career and Technical Education in reviewing Postsecondary Career and Technical Program Requests, including requests for new programs and modifications, revisions, deletions of existing programs, and in developing appropriate recommendations for action to the Board. 11. Assist the Director of Career and Technical Education in coordinating and managing post-secondary Perkins data collection and accountability, and in developing the postsecondary portion of the State Plan. 12. Represents MCCB in professional dress, demeanor in daily discharge of duties. 13. Other duties as assigned by the Director of Monitoring and Civil Rights Compliance. Education, Technology Education, Health Occupations, or other career or technical related field. Good organizational skills, effective oral and written communication skills, and proficiency in common computer applications (such as MS Word, Excel, PowerPoint). Previous Community/Junior College work experience in Career and Technical Education preferred. A Bachelor’s degree from a regionally accredited college or university. Excellent written and verbal communication skills, including the ability to listen, understand, and synthesize information. Ability to keep meticulous records and write detailed reports and correspondence. Proficiency in Microsoft Office, including Excel, Word and PowerPoint. Candidate must possess good customer service skills and be able to manage time effectively, prioritize and plan work activities in order to meet multiple deadlines, and work collaboratively and independently to support division and agency goals.
