Characteristics of Work:

This is administrative work which involves professional oversight, coordination and evaluation of the human resource functions. The incumbent works closely with and reports to the MCCB Executive Director on all issues relating to employment, employment laws, evaluations and training. Supervision may be exercised over subordinate staff but is not required.

Examples of Work:

The following examples are intended only as illustrations of the various tasks performed by the incumbent in this position. These examples are not meant to be exhaustive; they are representative of the general functions of this position.

1. Annually reviews and makes recommendations to the Executive Director for improvement of the organization's policies, procedures and practices on personnel matters; 2. Maintains knowledge of industry trends, federal, state and local employment legislation and ensures organization's compliance; 3. Ensures agency compliance with Family Medical Leave Act of 1993, COBRA, Workers’ Compensation, and Americans with Disabilities Act; 4. Acts as the contact for Equal Employment Opportunity Act and/or American Disabilities Act complaints, concerns or questions; 5. Consults with legal counsel as appropriate, or as directed by the Executive Director, on personnel matters; 6. Works directly with department managers to assist them in carrying out their responsibilities on personnel matters; 7. Assists department managers in new hire development and annual reviews; 8. Recommends, evaluates and participates in professional development for the organization; 9. Develops and maintains a human resource information system that meets the organization's personnel information needs; 10. Performs record keeping and administrative duties related to personnel; 11. Maintains personal, major medical and compensatory leave records for the agency; 12. Prepares the Daily Attendance Record and collects leave forms for the agency each day; 13. Provides orientation to new employees and conducts exit interviews upon employee termination; 14. Coordinates the process for filling job vacancies to include advertising, the receipt of applications, and the distribution of application packages to the Hiring Committee; 15. Performs E-Verify on new personnel; 16. Performs background checks through a third party vendor; 17. Assists in maintaining, updating, and revising policies and procedures manual; 18. Communicates changes in the organization's personnel policies and procedures and ensures that proper compliance is followed; 19. Serves as the liaison to the MACJC Human Resources Officers Association; 20. Serves as the agency’s coordinator of records and historical documents by relaying information to MCCB employees on how to properly maintain a filing system for classifying, retrieving, and disposing of such materials as correspondence, records, reports, and other documents following the guidelines of the Mississippi Department of Archives and History; 21. Serves as coordinator for the agency scanning system (Application Xtender); 22. Assists in enrollment audits of community and junior colleges; 23. Participates on committees and special projects; 24. Serves as the Safety and Workers Compensation Officer; 25. Prepares written safety and health programs and policies; 26. Identifies agency safety training needs and develops and coordinates safety training programs; 27. Promotes safety and health awareness through internal memoranda, newsletters and specific training programs; 28. Understands federal and state safety and health regulations and monitors regulatory changes as they occur; 29. Monitors lost-time injuries/illnesses and worker’s compensation claims; 30. Reviews injury/illness and non-injury incident investigation reports and follows up as necessary; 31. Other duties as assigned.
