STAFF OFFICER II

This is administrative work in assisting the Executive Director in formulating, directing, and coordinating a wide variety of the MCCB agency’s functional areas of work. Thorough knowledge is required of the overall operation of the agency as well as considerable knowledge of MCCB policy and procedures which are related to the functional areas of work assigned. The work includes responsibility for analyzing administrative problems and requires the exercise of sound independent judgment in the interpretation, application, and enforcement of statutes, rules, regulations, and policies. The incumbent must be able to research, develop and analyze statistical information and, as a result, develop reports/studies. The incumbent assists in the establishment of objectives, standards, and control measures within the context of broad, general policy guidelines for a program having significant statewide or regional impact. The incumbent also assists the Executive Director in determining major policy and provides input into other significant agency operations. Contacts outside the immediate agency require tact and diplomacy in discussing important and confidential subject matter. Employee works under the general supervision of the Executive Director. Supervision may be exercised over subordinate staff but is not required. 1. Assists Executive Director in determining policies and procedures. 2. Facilitates, coordinates, and manages major projects for the Executive Director and agency. 3. Recommends and provides administrative leadership for needed regulations, policies, and procedures for appropriate administration of programs. 4. Represents the interests of the agency and its programs with other institutions, state officials, and the general public. 5. Provides administrative leadership within the agency. 6. Makes travel arrangements for the Executive Director. 7. Provides immediate assistance to the Executive Director. 8. Maintains the Executive Director's calendar. 9. Makes travel arrangements for the Board Members and serves as Board Liaison. 10. Locates and assembles information for various reports, briefings, meetings, and conferences, to include agency board meetings. 11. Tracks MCCB contracts by amount, name, program, and other identifying characteristics . 12. Assists with Adult Education and MIBEST program monitoring 13. Reviews all of the written communication sent on behalf of the Executive Director. 14. Understands all regulations, policies, and procedures to help Executive Director ensure proper administration of all agency programs. 15. Creates or develops written documents, directives, policies, and instructions in a manner that is grammatically correct and comprehensive. 16. Serves as liaison with other agencies, divisions, or departments of municipal, county, state, and federal government. 17. Participates in fiscal activities and budgeting activities and processes. 18. Assists with policy changes, job description changes and org chart changes, as requested by Executive Director. 19. Maintains effective public relations and serves as an effective public liaison with other state agencies and the public, including interpretation and advocacy of agency policy. 20. May perform specified actions of the Executive Director in his/her absence. 21. Performs related or similar duties as required or assigned by the Executive Director. 22. All other duties as assigned. Minimum Requirements:

A Master's Degree from an accredited four-year college or university and seven (7) years of special experience defined below, five (5) years of which must have been in line or functional administrative or advanced supervision, or a Bachelor's Degree from an accredited four-year college or university and eight (8) years of special experience defined below, five (5) years of which must have been in line or functional administrative or advanced supervision.

Special Experience:

Employment must have been in an administrative, professional capacity in an area of work related to the functional responsibility of the bureau in which the position exists. Work experience must have included supervising and coordinating a variety of functions.
