ASSISTANT DIRECTOR OF PERFORMANCE AND ACCOUNTABILITY FOR ADULT EDUCATION

This position manages and coordinates state-wide efforts to ensure programs meet the minimum performance requirements under the Workforce Innovation and Opportunity Act, Title II – Adult Education and Family Literacy Act, EDGAR and other requirements of the MS WIOA Combined State Plan, including Smart Start. In addition, provides oversight and technical assistance to funded adult education programs and core partner programs in the implementation and evaluation of adult education and Smart Start; oversees and monitors adult education programs for compliance with State and Federal laws, rules and regulations; monitors student and program performance data for reporting and compliance purposes; collects, analyzes and presents data for program and statewide performance improvement including recommendations for programs on corrective action plans; prepares and develops internal and public reports based on adult education program and state data analysis for state-wide improvement and WIOA requirements. This position reports to the Director for Adult Education and High School Equivalency.

Examples of Work:

The following examples are intended only as illustrations of the various tasks performed by the incumbent in this position. These examples are not meant to be exhaustive; they are representative of the general functions of this position.

1. Provides comprehensive technical assistance for the Mississippi adult education management system, LACES, adult education programs for program improvement purposes and implementation of state led initiatives based on WIOA and research in adult education. 2. Analyzes data and develops reports based on state and local program data for improvement purposes, public information and reporting purposes. 3. Uses data to assist in recommendations and improvement strategies for programs on corrective action plans and reports the status of performance and quality improvement efforts and impacts. 4. Oversees, monitors and provides technical assistance for compliance with Federal/State laws and regulations through desk audits and program visits. 5. Monitors and maintains the adult education management system, LACES, Accountability and Performance. a. Train all personnel in the use of the system through local, regional and statewide meetings. b. Manage data matching for NRS Core Measures. c. Provide daily/ongoing technical assistance to local programs. d. Develop reports, as needed, regarding information in database. e. Prepare reports for annual data quality certification. 6. Collaborates on the design of the information technology infrastructure required to support a statewide performance and quality improvement system. Ensures needed data is collected on a timely basis, regular reports on progress are distributed, and makes recommendations for future improvements based on the data. 7. Identifies and documents system changes based on federal and state requirements; communicates changes to developers; conducts system testing. 8. Represents Applications Support on committees that involve the Adult Education program area . 9. Assists in policy development for monitoring, program improvement, assessment, distance learning, and data quality certification. 10. Attends staff meetings, conferences, task forces, committee assignments and other assigned groups. 11. Assists with all professional development for adult education directors, input managers, and instructors. 12. Represents MCCB in professional dress, demeanor in daily discharge of duties. 13. Other duties as assigned. Minimum Requirements:  A Bachelor’s degree from an accredited college or university with two years accountability and/or data management experience is required.  Knowledge and understanding of applicable laws, rules and regulations including the Workforce Innovation and Opportunity Act, the Mississippi WIOA State Plan for Adult Education and the Americans with Disabilities Act.  Knowledge of adult education delivery systems and the operational factors unique to diverse local providers in adult education.  Knowledge of research-based practices in instruction and program management.  Excellent written and verbal communication skills.  Ability to keep meticulous records and write detailed reports and correspondence.  Experience developing and delivering professional development/training.  Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.  Candidate must be able to work well under pressure, prioritize and plan work activities in order to meet multiple deadlines, manage time effectively, and work collaboratively and independently to achieve stated goals.
