PROGRAM MONITORING SPECIALIST FOR EARLY CHILDHOOD ACADEMY

Characteristics of Work: The Early Childhood Academy-Program Monitoring Specialist is a full-time administrative position. The Academy collaborates with the MCCB’s Offices of Career and Technical and Workforce Education, the National Strategic Planning and Analysis Research Center, the fifteen community and junior colleges, the Mississippi Department of Human Services, and child care providers to ensure that Mississippi’s family-based unified and integrated early childhood system connects and integrates resources and services for both parents/caregivers and their children. The Office is also responsible for establishing an Early Childhood Academy (ECA) with a Resource and Referral Center (R & R) at participating community colleges to deliver professional development for all centers, delivering and managing technical assistance and coaching, and providing leadership to the Resource and Referral Network offices. The incumbent must be self-motivated and must exercise sound, independent judgment in a dynamic environment with conflicting priorities requiring a high degree of teamwork, flexibility, discretion, diplomacy, and tact. This positon will be responsible for the measurement, monitoring, and evaluation of all projects related to all Early Childhood Academies. The incumbent will ensure that there is consistency in the objectives and will spearhead the development and timely delivery of relevant reports. Work is subject to review by the Director of Early Childhood Academy, to whom the incumbent is responsible. The following examples are intended only as illustrations of the various tasks performed by the incumbent in this position. These examples are not meant to be exhaustive; they are representative of the general functions of this position. 1. Assists in gathering, researching and preparing data for submission to internal and external partners and community groups. 2. Assists in the development of standards and procedures to be utilized for the monitoring of operations of the Resource and Referral centers and professional development offerings. 3. Tracks, maintains and reports performance of online professional development. 4. Maintain a working knowledge of the Family Based Unified and Integrated Early Childhood System. 5. Participate in site visits of the Early Childhood Academies for monitoring purposes,which requires substantial travel. 6. Prepare comprehensive written reports for the Early Childhood Academy of observations from monitoring visits, professional development attendance and evaluations, and the procedures of the Lending Library at each Resource and Referral center. 7. Assists and track the maintenance of inventory at all Resource and Referral centers. 8. Perform other job related duties as needed and assigned. A bachelor’s degree (master's degree preferred) from a regionally accredited college or university and five years related work experience in child care education and/or practice, research, curriculum design, and professional development. Demonstrated leadership in the research and evaluation of child care providers. Excellent decision-making skills, including those involved with conflict resolution, negotiation, and facilitation. Strong experience with data collection, management, analysis and report production. Ability to work independently, but possessing the interpersonal skills necessary to work with teams of various college personnel and other internal or external constituencies to build strong and collaborative relationships. Advanced analytical and organizational skills, including a high level of accuracy and attention to detail. Incumbent must be able to work well under pressure, prioritize and plan work activities in order to meet multiple deadlines, manage time effectively, and work collaboratively and independently to achieve stated goals. Possess strong writing skills to prepare reports, promotional materials, and oral presentations. Willingness to work nights and weekends, as necessary, to ensure continuous service delivery.
