ASSISTANT DIRECTOR FOR EARLY CHILDHOOD ACADEMY- PROGRAM MONITORING

Characteristics of Work: The Early Childhood Academy Assistant Director-Program Monitoring is a full-time administrative position. The Academy collaborates with the MCCB’s Offices of Career and Technical and Workforce Education, the fifteen community and junior colleges, the Mississippi Department of Human Services, and child care providers to ensure that Mississippi’s family-based unified and integrated early childhood system connects and integrates resources and services for both parents/caregivers and their children. The Office is also responsible for establishing an Early Childhood Academy (ECA) with a Resource and Referral Center (R & R) at participating community colleges to deliver professional development for all centers, delivering and managing technical assistance and coaching, and providing leadership to the Resource and Referral Network offices. The incumbent must be self-motivated and must exercise sound, independent judgment in a dynamic environment with conflicting priorities requiring a high degree of teamwork, flexibility, discretion, diplomacy, and tact. This position reports to the Director of Early Childhood Academy Work is subject to review by the Assistant Executive Director of Early Childhood Academy. Examples of Work: The following examples are intended only as illustrations of the various tasks performed by the incumbent in this position. These examples are not meant to be exhaustive; they are representative of the general functions of this position. 1. Assist the Office of Early Childhood Academy with providing leadership and support to the Early Childhood Academy initiative, to include assisting with designing policies and procedures to efficiently manage operation of the program. 2. Maintain a working knowledge of the Family Based Unified and Integrated Early Childhood System. 3. Research and evaluate curricula, programs and activities related to child care education. 4. Collect program data and produce reports to constituents to examine how programs and activities are implemented and performing. 5. Provide technical assistance for curricula and program development, to include the establishment and implementation of a coaching model to be followed by Coach and Professional Development Specialist 6. Maintain a broad understanding of current and emerging issues in child care, particularly as they relate to compliance and eligibility criteria for meeting federal and state standards; and prepare to communicate those issues to agency staff and child care providers, parents, and children. 7. Assist with the organization of and manage professional development for all child care centers. 8. Participate in site visits of the Early Childhood Academies for monitoring purposes. 9. Facilitate provider’s self-assessment and assist with helping child care providers’ transition from standard centers to comprehensive centers. 10. Monitor existing comprehensive centers and ensure they maintain compliance. 11. Administer personnel functions including recruitment, selection, and training; and supervise the activities of all Early Childhood Academy staff. 12. Conduct site visits as needed to evaluate effectiveness and compliance with staff and program; and establish/maintain relationships with state agencies and constituents. 13. Provide other support necessary for program participants to be successful in transitioning from Pre-K to K-12. 14. Perform other Agency related duties as needed and assigned by Assistant Executive Director of Early Childhood Academy. Minimum Requirements: A master's degree from a regionally accredited college or university and five years related work experience in child care education and/or practice, research, curriculum design, and professional development. Demonstrated leadership in the implementation and evaluation of child care providers. Excellent decision-making skills, including those involved with conflict resolution, negotiation, and facilitation. Ability to work independently, but possessing the interpersonal skills necessary to work with teams of various college personnel and other internal or external constituencies to build strong and collaborative relationships. Advanced analytical and organizational skills, including a high level of accuracy and attention to detail. Incumbent must be able to work well under pressure, prioritize and plan work activities in order to meet multiple deadlines, manage time effectively, and work collaboratively and independently to achieve stated goals. Willingness to work nights and weekends, as necessary, to ensure continuous service delivery. Effective oral and written communication skills, including proficiency in Word, Excel, and PowerPoint.
