PROGRAM SPECIALIST FOR ADULT EDUCATION FOR TECHNICAL ASSISTANCE AND SUPPORT

This position provides technical assistance to funded adult education programs in the implementation and evaluation of adult education in Mississippi under new requirements of WIOA; monitors adult education programs for compliance with state and federal laws, rules and regulations; monitors student and program performance data for reporting and compliance purposes; collects, analyzes and presents data for program and statewide performance improvement including recommendations for programs on corrective action plans; prepares and develops internal and public reports based on adult education program and state data analysis for state-wide improvement and WIOA requirements; and assists in the implementation, and evaluation of trainings for adult educators for administering required assessments, database usage, and program operations. In addition, facilitates both online and face-to-face trainings as needed. This position will report to the Director for Adult Education.

14. Provides technical assistance to local adult education programs for program improvement purposes and implementation of state led initiatives based on WIOA and research in adult education. 15. Monitors and provides technical assistance for compliance with federal/state laws and regulations through desk audits and program visits, including monitoring and technical assistance on the implementation of program operations for adult education service providers. 16. Analyzes data and develops reports based on state and local programs for improvement purposes, public information and reporting purposes. Uses data to assist in recommendations and improvement strategies for programs on corrective action plans. 17. Assists in the planning and implementation of WIOA through state led initiatives and collaborations with other units and WIOA Core Partners. 18. Facilitates trainings for adult educators in both face-to-face and online trainings. 19. Assists in policy development for monitoring, program improvement, assessment, distance learning, and data quality certification. 20. Attends staff meetings, conferences, task forces, committee assignments, and other assigned groups. 21. Coordinates and communicates with local high school equivalency testing center staff all state regulations and guidelines used to support the program. 22. Assists with all professional development for adult education directors, input managers, and instructors. 23. Collaborates with the MCCB monitoring division to ensure compliance of state guidelines. 24. Completes and maintains all documentation needed to meet accountability and reporting requirements. 25. Other duties as assigned. Knowledge and understanding of applicable laws, rules and regulations including the Workforce Innovation and Opportunity Act, the Mississippi WIOA State Plan for Adult Education and the Americans with Disabilities Act.  Knowledge of adult education delivery systems and the operational factors unique to diverse local providers in adult education.  Knowledge of research-based practices in instruction and program management.  Excellent written and verbal communication skills.  Ability to keep meticulous records and write detailed reports and correspondence.  Experience developing and delivering professional development/training.  Proficiency in Microsoft Office, including Word, Excel, and PowerPoint.  Candidate must be able to work well under pressure, prioritize and plan work activities in order to meet multiple deadlines, manage time effectively, and work collaboratively and independently to achieve stated goals.  Frequent in-state travel is a requirement of this position.  A Bachelor’s degree from an accredited college or university with two years adult education experience is required. 
