PROGRAM SPECIALIST FOR Apprenticeship Engagement, Workforce Education

Characteristics of Work:

This position reports directly to the Assistant Executive Director for Workforce & Economic Development. The specialist must establish and maintain an effective interface with the State Workforce Investment Board and the 15 community and junior college workforce areas. The incumbent will be responsible for project management, oversight, and approval in a manner that assures the best use of resources and compliance with MCCB policy and state law. The incumbent in this position is also responsible for close cooperation and coordination with other state agencies, the Executive Director, the Mississippi Community College Board and Presidents. Responsibilities include planning, directing, assessing, and reporting of activities in a manner that assures quality results.

Examples of Work:

The following examples are intended only as illustrations of the various tasks performed by the incumbent in this position. These examples are not meant to be exhaustive; they are representative of the general functions of this position.

1. Directs and advises on budgets, and provides oversight of workforce projects and registered apprenticeship business outreach activities; 2. Advises and serves as liaison to MCCB staff and Workforce Career Centers related to the coordination and development of: a. Employee/Employer Training Programs b. Project Development c. Partnership Development d. Project assessment and evaluation using quantifiable Measures of Effectiveness (M.O.E.'s); e. Apprenticeship Business Consultants 3. Provides financial management and monitoring of workforce budget; 4. Develops and/or maintains thorough working knowledge of all levels of state and federal statutes and related guidelines which pertain to the operation of the workforce and education program; 5. Reviews applications for new programs with approval considerations 6. Assures operational compliance with all applicable state and federal statutes and guidelines; 7. Establishes and maintains data collection system required to document and justify resource utilization; and 8. Provide project management of the other grants obtained by the workforce division. 9. Perform all other duties as assigned.

Minimum Requirements:

A bachelor's degree in business, economic development, workforce development, or human resources from an accredited college or university with a minimum of four years related experience.
