ASSISTANT EXECUTIVE DIRECTOR OF WORK-BASED LEARNING AND SPECIAL INITIATIVES

Characteristics of Work:

This is professional administrative work that requires providing oversight and direction for the overall management and coordination of the Work-Based Learning and Special Initiatives Division. The position assumes leadership responsibilities in the coordination of sector/cluster membership, meetings and needed outcomes with work-based learning providers. The incumbent will develop innovative strategies with partners to deliver needed work-based learning opportunities, including but not limited to apprenticeships, to ensure the agency’s and the colleges’ programs, work-based learning programs, work-based learning curricula align specifically with industry needs to deliver quality workforce training. The incumbent will also oversee special programs and initiatives, including but not limited to, projects funded through state, federal and /or local monies. This position reports directly to the Executive Director. The Assistant Executive Director must establish and maintain an effective interface with statewide partnership agencies. The incumbent will be responsible for ensuring project management, oversight, and approval in a manner that assures the best use of resources and compliance with MCCB policy and state law. The incumbent in this position is also responsible for close cooperation and coordination with other state agencies, the Executive Director, members of the Mississippi Community College Board and college presidents. Administrative duties include planning, directing, assessing, and reporting of activities in a manner that assures quality results. 1. Initiates special projects which align with the vision and goals of the State of Mississippi and maintains active partnerships with other state government and other agencies; 2. Works with other MCCB departments, as appropriate, to align and advance strategic initiatives; 3. Coordinates with workforce partners and state agencies to develop and implement effective strategies to maximize economic development opportunities for the state; 4. Assumes leadership role in planning, development and implementation of coordinated policies/processes through coordination with a state government and other partner agencies; 5. Directs and supervises work-based learning and special initiatives division 6. Assumes responsibility and team leadership for the implementation and growth of apprenticeship programs, internships, and other work-based learning initiatives which serve to develop Mississippi’s workforce pipeline; 7. Assumes responsibility and team leadership for the implementation and growth of the Rapid Response system which serves to connect Mississippi’s workforce. 8. Serves as liaison to workforce partners to include, but not limited to, the Governor’s Office, State Workforce Investment Board, Mississippi Department of Education, MDA and local and state economic development agencies; 9. Conducts literature research relevant to MCCB and state level initiatives in coordination with state partners, as requested by the Executive Director; 13. Develops and/or maintains thorough working knowledge of all levels of state and federal statutes and related guidelines which pertain to the operation of the workforce education programs and other relevant special projects as assigned; 14. Assumes a leadership role in the expansion of Mississippi’s apprenticeship program and other initiatives which serve to develop Mississippi’s workforce pipeline; 15. Works with Director of Communications regarding legislation and policies that impact efficient and effective delivery of services and; 16. Represents MCCB in professional dress, demeanor in daily discharge of duties; 17. Other duties as assigned by the Executive Director. 10. Identifies potential external funding sources which align with current initiatives; 11. Serves in leadership capacity in assigned state and national organizations; 12.
