The company behind a proposed underground transmission line to carry electricity from Iowa to Chicago’s Direct Connect Development Company network has said that the $2.5 billion project could be operational in 2024 if regulators approve it. The project, known as the SOO Green HVDC link, is said to have three major investors — Copenhagen Infrastructure Partners, Jingoli Power and Siemens Financial Services.

A similar proposal from a different company for an overhead transmission line, the Rock Island Clean Line between northwest Iowa and Illinois, was withdrawn in 2016 after landowners raised concerns.
