he Colorado Department of Human Services’ C-Stat approach is one example of a public-sector agency that is investing in performance man- agement without “tumbling down the fear hole.” It sets targets, uses dashboards, and leverages data to measure what matters. What have we really achieved? Has seven years of measurement produced great insights and innovations? Has C-Stat increased engagement and overhauled perfor- mance?
