The Virginia Graeme Baker Pool and Spa Safety Act The purpose of the Virginia Graeme Baker Pool and Spa Safety Act is to increase the safety of swimming pools and spas. Public Pool Requirements Effective one year after the date of enactment, each public pool and spa must be equipped with anti-entrapment drain covers. Each public pool and spa with a single main drain (other than an unblockable drain) must also be equipped with a device or system designed to prevent entrapment, such as a safety vacuum release system. Public pools and spas are open to the public generally (whether for a fee or free of charge): open exclusively to members of an organization and their guests, residents of an apartment building; or operated by the federal government.

Entrapment Reduction Tip Layers of protection are the best way to reduce the risk of bather entrapment. These layers start with a properly designed circulation/filtration system and include: 1. The first layer is approved drain covers or grates in good operating condition, securely attached so that it cannot be removed without a tool. An “approved drain cover” is one that is stamped with (A) ASME/ANSI A112.19.8M certification and (B) maximum gpm. 2. Dual drains are a second layer of protection to a properly operating single drain. The drains should have covers that are ASME/ANSI A112.19.8M certified. 3. The third layer is a Safety Vacuum Release System (SVRS). Electromechanical or mechanical device that detect an increase in suction from a blockage and, in response, either open a vent valve on the suction side of the pump or turn off the pump to prevent body suction-entrapment incidents. Make sure that the unit meets the ASME/ANSI A112.19.17-2002 testing standards. 4. Education is the fourth layer. All employees must understand the importance of preventing suction entrapment and health code compliance.
