(b) Iowa Public Employees Retirement System (IPERS) / Municipal Fire and Police As mandated by law, deductions for your retirement will be made from your paycheck. The employer also pays an amount designated by law of your gross pay for your retirement program. VOLUNTEER PAYROLL DEDUCTIONS Regular full-time employees may be allowed to authorize deductions from their checks by the Data Processing contribution to AFLAC Insurance, Colonial Life, Volunteer Life Insurance and ICMA deferred compensation upon the presentation of signed authorizations for said deductions to the Finance Dept. The Finance Department shall within ten (10) days after the deduction, as hereto set forth, transmit to the appropriate entity the total of such amount deducted from said employee’s paycheck, with an itemized list of the name of the participating employee and the amount of money deducted from said employee’s paycheck. At the time of such transmission, the City of Spencer shall be absolved and discharged from any further liability and responsibility. In the event that this procedure is declared illegal or in the event that the form used for the checkoff is declared illegal, then the City shall be under no liability or responsibility to check off for these contributions. MANDATORY TRAINING If the City or the law requires employee attendance at education or training to keep the employee’s present job, salary or status, the City will reimburse for travel as per the following paragraph, for registration fees, and actual training attendance during normal and regular work hours, and will treat the time as time worked in computing overtime pay, if applicable. The expenditure for the education and related expenses must be substantiated by appropriate receipts or other documentation, and any excess payments advanced to the employee must be returned to the City. All travel and attendance time for mandatory training is considered “time worked”, but every effort should be made to incorporate that time into the employee’s normally scheduled work hours.

The City will pay the employee’s regular hourly wage for time which the employee spends in training and such time will be counted towards the calculation of overtime pay.
