ELECTIVE JOB-RELATED TRAINING, SEMINARS AND CONFERENCES If the City approves employee attendance at job-related training, seminars or conferences, the City will reimburse amounts for travel, and actual training attendance during normal and regular work hours, and will be treated as time worked. The expenditure for the education and related expenses must be substantiated by appropriate receipts or other documentation, and any excess payments advanced to the employee must be returned to the City.

The only types of education and training which will be reimbursed is the education and training which maintains or improves skills needed by the employee in their present work.

ELECTIVE COLLEGE COURSE WORK BENEFITS The City of Spencer wishes to improve the abilities and supplement the skills of its employees to promote the most efficient and effective delivery of quality services to its citizens. Accordingly, the City may reimburse the cost of tuition and required books and materials for the courses of study undertaken by employees to improve their skills or abilities. This benefit will be available under the City of Spencer Educational Assistance Plan. See the City Clerk for the plan provisions. RETIREMENT Retirement, for purposes of this policy manual, is defined as the point in time at which an employee has achieved the requisite age and number of years of employment so that the employee can immediately begin drawing pension payments, or as specified by State Law, and the employee has terminated employment.
