 Create a section on district and college websites that provides information about the EEO Plan provisions and EEO complaint procedures.  To anticipate and avoid potential misunderstandings and disputes, use notification as an opportunity to differentiate between the district’s EEO Plan and its hiring procedures.

h. Plan Component 8: Training for Screening/Selection Committees

i. Legal Requirements Title 5 requires district EEO Plans to describe the process for ensuring that district employees who are to participate on screening or selection committees, or who are involved in recruitment efforts, receive appropriate training. Pursuant to the revised regulations, this training must cover, but need not be limited to: the requirements of this subchapter and of state and federal nondiscrimination laws; the educational benefits of workforce diversity; the elimination of bias in hiring decisions; and best practices in serving on a selection or screening committee 217 . Title 5 does not indicate how often training of screening or selection committee members should occur. ii. Implementation Effective training for screening committees and interview panels has proven to be an ongoing challenge for community colleges. In particular, districts continue to search for how to:

 Build committee-wide “buy-in” for the underlying core values that inform EEO planning;

 Sensitize committee members to their own stereotypes and biases;

 Strengthen committee members’ “best practices” in the interview and selection process so as to eliminate bias from the selection process; and

 Find time to do it all without bringing hiring to a halt!

To assist districts in developing and delivering training in these areas, below we have included a separate section on lawful hiring and best practices in hiring. (See Section 5(B)(1-8).) This section—together with “The Legal Backdrop” (Section 1 above), provides most of the content for the required screening and selection committee training. What this workbook cannot provide, however, is training material covering the substance of each district’s unique EEO Plan. This information must be incorporated by each district.

i. Plan Component 9: Annual Written Notice to Community Organizations

i. Legal Requirements Section 53003 subdivision (c)(5) requires that districts describe in their EEO Plans a process for providing annual written notice to appropriate community-based and professional organizations regarding the EEO Plan and the need for assistance from the community in identifying qualified applicants. This notice may be delivered electronically.
