Whilst touringEuropewithhis son,
Toru took theopportunity to visit
the IPA’s AdminCentrebased in
West Bridgford, Nottingham. Hewas

Toruat internationalmeetings.

On the trip Imet the
Chair of the IPAKolnbranch,
Herr Gunter Rammel, alongwith
many other police colleagues. I alsohad theopportunity topresent
Gunter witha Leicestershirepolicehelmet as a gift frommy branch.
TheKolnCarnival is a carnival that takes placeevery year inKoln,
Germany. Traditionally the carnival isdeclaredopenat 11minutes
past 11on the11February.
TheStreet carnival, also called ‘the crazy days’, takes placebetween
theFat Thursday (Weiberfastnacht) andends onAshWednesday
(Aschermittwoch). Thehighlight of the carnival isRoseMonday
(Rosenmontag), twodaysbeforeAshWednesday. All through these
days, the localsmasquerade.

MickLukeandDaveBolaattended the IPA
conference - OrganisedCrimeCrossBorder
Delinquency andCrossBorder Prosecution in
Gimborn, Germany.
They bothdelivered seminar workshops, on the
subject of NottinghamshirePolice’s approach
to gangs, to IPA representatives from countries
suchasRussia, Cyprus, Sweden, Brazil,
Germany, Northern Irelandand theRepublic of
Ireland.
SectionUKPresident andViceChair of the
Nottinghamshirebranch,Mick Luke, chaired
the conference inGimborn givingexamples
of Nottinghamshire’s approachas learning
material.
Mick said, “
I spokeabout UrbanStreet Gangs
andhowwemanage them inNottingham.
USGs arenot a knownphenomena inEurope
but our approach is something that the
seminarmembers found very interesting. A lot
of the tacticsweuse, especially aroundearly
interventionwork, arenot usedby the countries
whoattended so this couldbe something that
they could takebackandapply.”
DaveBola gaveaworkshoponmapping
OrganisedCrimeGroups and the threat riskand
harmassociatedwith them. He said, “
Again the
attendees said that in their countries they
didn’t haveamappingprocess and it was
interesting to seehowdifferent countries
recordorganised crimeand the factors that
wouldenable them tomappotential OCG
members. Aswell as sharingour knowledge
and tactics therewere lots of opportunities
to learn things from theother speakers such
asMarkBullenof HertfordshirePolicewho
was talkingabout theactivities of Russian
OrganisedCrime in theUK. A lot of the
feedbackwe received fromother delegates
showshow iconicBritishpolicing still is and
howweare leading theway.We’re in the
minority that don’t carry firearms andpeople
aredisbelieving inmost countries of howwe
operate thewaywedowithout them!”
Mickwent on to say,
“The IPAoffers
lots of advantages tomembers such
as professional opportunities, social
opportunities and cultural opportunities.
Therehavebeen instances inmy career
whenhaving linkswith colleagues inother
countrieshashelpedwithmy investigations. It
gives yougreater understandingand learning
on issues that can thenbebrought in to force
andadapted to improvepracticeshere. Other
benefits include the social element to the
organisationand the chance to represent the
IPAat national events.”
