W ith a Bachelor of Arts from Yale University; a Bachelor of Letters from the University of Oxford; and a Master of Arts, Master of Public Administration and Ph.D. from Princeton University, Dr. William Carmichael was able to maintain a lengthy career as a consultant and educator. Dr. Carmichael began his professional career at the United States Bureau of the Budget as a legislative analyst from 1955 to 1956 and a budget analyst from 1956 to 1957. Wanting to impart his knowledge to others, he was an economics and public affairs lecturer at Princeton University from 1957 to 1960 and an assistant professor from 1960 to 1962. He continued in the education field, obtaining positions as director of the undergraduate program at the Woodrow Wilson School of Public and International Affairs and a dean and professor of economic policy at the Cornell University Graduate School of Business and Public Administration.

Leaving the education field in 1968, Dr. Carmichael obtained a position as a representative for the Ford Foundation’s Brazil location. He continued to excel with the organization and had the opportunity to lead various factions as head of the Latin American and Caribbean division from 1971 to 1977 and head of the Middle East and Africa division from 1981 to 1989. Having gained a vast amount of experience and knowledge through his positions within the foundation, he later became vice president of the developing country program. Dr. Carmichael served in that position for eight years before returning to education as the executive director of eastern European programs at the Institute of International Education in New York City from 1989 until his retirement in 1993. In addition to his teaching career, he has served on the board of directors of Human Rights Watch, the Creative Vision Foundation, and the Southern Africa Legal Services Foundation. Dr. Carmichael currently serves as a consultant on education and economic development.
