They lost all national power and ceased being a party after these incidents. 8.31 Post War Development The "American System", Economic Nationalism, and Henry Clay (1816) Economic Nationalism was the idea that the federal government should take an active role in promoting and protecting the national economy. Three of the main ways of doing this: were, promoting a vast network of internal transportation (roads, railroads, and canals), a large protective tariff (a tax on goods imported from other countries), a central currency and economic strategy run by the Bank of the United States, a federal bank. Henry Clay (The Great Compromiser) was a champion of the American System. His hope was to foster the economic integration of North, South, and West. Some Ways in which Henry Clay tried to Foster Economic Integration: • Protective Tariff was the first protective tariff in the nation’s history and was passed in 1816 to stop the flood of cheap British goods into the country. • The Second Bank of the U.S. was chartered in 1816 with the same responsibilities and powers as the First Bank. It was plagued with poor management and outright fraud. Various elements were so enraged with the Second Bank that there were two attempts to have it struck down as unconstitutional. • Internal Improvements took place by creating large networks of internal transportation (roads, railroads, and canals) The Barbary Wars (1815) In response to continuing piracy and extortion in the Mediterranean, Congress declared war on the Muslim state of Algiers in 1815 and dispatched a naval force to the area under Stephen Decatur. He quickly defeated the North African Pirates and forced them to pay indemnities for past tributes they had exacted from American ship captains. This action finally gained the United States free access to the Mediterranean. Rush- Bagot Treaty (1817) An Agreement was reached in 1817 between Britain and the United States to stop maintaining armed fleets on the Great Lakes. This “disarmament” agreement is still in effect.
