Background  both photons and neutrons can induce tumors

 biological effect of neutrons is higher than of photons   for the same physical dose D [Gy=J/kg], more tumors with neutrons  biologically, 1 Gy in a photon beam  1 Gy in a neutron beam

instead of physical dose D

- unit of D equivalent is Sievert (Sv) - 1 Sv has the same tumor induction in all types of beams
