First aider or a designated person notifies and co-ordinates ambulance or medical assistance Provide information to encourage risk minimisation and enable access to first aid facilities We have seen that Regulation 42 requires the employer or business (PCBU) to provide first aid facilities. The provision of first aid facilities and services starts with identifying all the hazards in the work environment that could lead to injury or harm to the health of people at the workplace. This should be done in consultation with workers and their elected safety and health representatives. An assessment of the likelihood and consequences of the hazard leading to injury or harm will assist in identifying the means of reducing the risk to workers and the first aid services and facilities appropriate for the workplace. Hazard identification, risk assessment and risk control are covered below. Section 17 Management of risks A duty imposed on a person to ensure health and safety requires the person: (a) To eliminate risks to health and safety, so far as is reasonably practicable, and (b) If it is not reasonably practicable to eliminate risks to health and safety, to minimise those risks so far as is reasonably practicable. Section 17 of the WHS Act expressly provides that a duty imposed on a person to ensure health and safety requires the person to eliminate risks to health and safety, so far as is reasonably practicable, and if it is not reasonably practicable to eliminate risks to health and safety, to minimise those risks so far as is reasonably practicable. This is a risk management process. Indeed, a risk management duty has been implied in the scope of the duty of care almost from its inception. Risk Management regulations Tooma, Michael, Tooma’s Annotated Work Health and Safety Act 2011, Thomson Reuters (Professional) Australia Limited, 2012, Pyrmont, Sydney, p33- 36 Section 17.20 Clauses 32 – 38 of the Regulation prescribe a consistent process of risk management which applies wherever an express risk management duty is imposed on a person conducting a business or undertaking in the Regulation: cl 32. That process is not a general risk management as existed in all predecessor regulations (with the exception of Victoria). Rather, the process applies only to hazards specifically identified in the Regulations. That process requires hazards to be identified: cl. 34. Any risks arising from those hazards must then be eliminated so far as is reasonably practicable, or minimised so far as is reasonably practicable if it is not reasonably practicable to eliminate them cl.35. Any control of risks for that purpose is to be done in accordance with the hierarchy of control measures set out in cl.36. That hierarchy is as follows.

What are the limits of a first aider’s role? • It is the job of the trained first aider to provide initial treatment to injured or ill workers; which is consistent with first aider’s level of training and competence. Where the treatment required is beyond a first aider’s level of competence, they should recommend that the worker seek medical assistance. For example, a local medical clinic may become the preferred medical provider for a workplace. Medical staff from the clinic may be encouraged to become familiar with identified work- place hazards, and special arrangements and communication procedures agreed upon for providing emergency services. • In certain high risk situations, and particularly in large workplaces (e.g. over 200 workers) the first aid assessment may indicate the need to provide access to first aid professional staff, such as an Occupational Health Nurse. What are the training requirements for your first aiders? • First aiders should hold nationally recognised Statements of Attainment issued by a Registered Training Organisation (RTO) for the nationally endorsed first aid unit/s of competency. This training is available through PADI RTO Trainers. • Apply First Aid provides competencies required to recognise and respond to common life-threatening injuries or illnesses, including life-support using cardiopulmonary resuscitation (CPR), and to manage the casualty and incident until the arrival of medical or other assistance. • In low risk workplaces, first aiders are sufficiently trained if they can perform CPR and treat minor illnesses and injuries. Apply Advanced Firs Aid • Provides additional competencies required to apply advanced first aid procedures. This type of training is suitable for some high risk workplaces. Manage First Aid in the Workplace (Occupational First Aid) • Provides competencies required to apply advanced first aid procedures and to manage a first aid room. Provide First Aid in Remo e Situations • Provides the competencies required to administer first aid in a remote and/or isolated situation, including preparing for aero-medical evacuation. This type of training is suitable for high risk workplaces that are likely to have a major delay in accessing emergency services. Additional training for first aiders First aiders should attend training on a regular basis to refresh their first aid knowledge and skills and to confirm their competence to provide first aid. Refresher training in CPR should be undertaken annually and first aid qualifications should be renewed every three years. First aiders may also need to undertake additional first aid training to respond to specific situations at their workplace. For example, where workers have severe allergies, first aiders should be trained to respond to anaphylaxis if this topic has not been covered in previous first aid training. What is your response procedure following an accident requiring first aid? You must know who will do what – and in sequence before an accident occurs. People need to understand their specific role, and how it fits in to the overall plan.
