Executive Summary Understanding the vision to serve Prince William County’s growing youth sports community by developing a new indoor athletic facility, Merritt Companies and Mr. Mike Garcia of Mike Garcia Construction, Inc. are pleased to respond to Prince William County’s Multi-Use Indoor Sports Complex Request for Information. With a history of strong collaboration on previous projects, Merritt Companies and Mike Garcia Construction have partnered once again to propose a site that provides excellent public access while accommodating the stated facility and parking requirements. River Ridge Recreational Facility, a location along River Ridge Boulevard in Dumfries, Virginia, would be situated upon a 17.28-acre site that is currently owned by Mr. Garcia. This location would accommodate the eastern side of the County’s 350-square-mile jurisdiction and surrounding areas, successfully catering to youth athletic training and competition in the community. Merritt Construction Services, a division of Merritt Companies, would serve as the development partner for the project, working in consultation with Mr. Garcia from feasibility through final construction. As detailed in the pages that follow, Merritt has significant experience in the design and construction of athletic facilities, which allows the company to provide innovative solutions and deliver this type of project on time and on budget. Founded in 1967, Merritt Construction Services is an industry leader that is dedicated to “building a better way.” Having studied the area and understanding concerns regarding population density and crowded schools, our team suggests a location that offers the additional capacity to host graduations and other community functions, in addition to indoor athletic events. Specifically, based upon feedback from the RFI and Merritt’s own assessment of the property, Merritt and Mike Garcia Construction would like to propose the following: Merritt Construction Services brings a wealth of knowledge and a strong understanding of Prince William County’s process to this proposal. The team’s land development and construction experience, specifically that of award-winning athletic facilities, will ensure a successful and well-received project delivery. Team Leadership

Mike Garcia, President, Mike Garcia Construction, Inc. Mr. Garcia established his family-owned, PrinceWilliam County- based company in 1981, and during the past seven years, Mike Garcia Construction has been voted Best Builder of PrinceWilliam County. Mr. Garcia was a director of Cardinal Bank from 1999 and served on the board’s loan committee until the bank’s acquisition by United Bank in 2017.

Mr. Garcia currently is Chairman of the PrinceWilliam County Commercial Development Committee, lending his knowledge and experience in residential and commercial real estate development to support and guide business owners through the entire process of commercial real estate development projects. Mr. Garcia supports the community by exclusively hiring talent within Prince William County, and by supporting multiple community projects and youth organizations. He has received numerous awards over the years for his community service.

Scott E. Dorsey, Chairman & CEO, Merritt Companies Scott Dorsey has occupied nearly every position in the company since joining in 1972. With a primary focus on strategic planning and the long-term goals of the company, Scott remains involved with the day- to-day operations of the business while serving as the point person for Merritt’s interface with financial institutions, government agencies, economic development organizations and industry groups. In addition to his service as Chairman of the Board for the Maryland Economic

Development Corporation and Maryland Business for Responsive Government, Scott also sits on the Board and Executive Committee for the Economic Alliance of Greater Baltimore, theYoung Life- Urban Baltimore Board of Directors, M&T Bank Greater Baltimore/Washington Directors Advisory Council, the Baltimore County Economic Development Commission, and the Board of Trustees for Junior Achievement of Central Maryland. Scott is also an active member with the National Association of Industrial and Office Properties (NAIOP). Scott received a Bachelor of Arts from Cornell University and an MBA from Loyola University in Maryland.

Robb L. Merritt, President, MerrittCompanies Much like his father who founded the company in 1967, Robb plays a hands-on role in the day-to-day business. True to another family tradition, Robb learned the development business from the ground up and began his career in the field. In addition to overseeing daily operations and management of the company, Robb is former president of the Baltimore Chapter of the National Association of Industrial and Office Properties (NAIOP) and is currently a member of the Legislative

Committee. He also sits on the President’s Advisory Council for the Greater Baltimore Committee. At the national level, he also serves on the NAIOP Industrial Development III National Forum and sits as a governor on the NAIOP Research Foundation. In addition, Robb is a board member for the Maryland Business Leadership PAC and Living Classrooms Foundation. A graduate of the University of Colorado, Robb received an MBA from Loyola University.

Merritt Management Structure

Here at Merritt we are a flat organization. In fact, the only people with official titles are Scott Dorsey, our Chairman and CEO, and Robb Merritt, our President. Each department does, however, have a team leader, but the idea behind all off this is that each and every employee is empowered to make decisions in the best interests of our customers and our company. This also fosters a collaborative environment not only within teams, but across departments as well.

Accounting &Administration - Handles every aspect of Merritt’s finances, including cash management, building and maintaining our banking relationships, debt restructuring and financing, budgeting, rent collection, financial reporting and managing our tenant database.

Customer Service - Serves as main point of contact for the more than 1,200 customers in our portfolio.

Human Resources - Responsibilities include employee relations, compliance with federal and state labor laws, recordkeeping, and the administration of benefits as well as payroll. Information Services - Provides information, data, video conferencing and one-on-one technology support to all Merritt employees. Responsible for implementing new technology and communication solutions, as well as maintaining Merritt’s information technology infrastructure. Interior Construction - Coordinates and constructs lease alterations, prepares construction estimates and budgets and conducts for-fee alterations, as requested for both Merritt tenants and 3rd party customers. Leasing - Develops relationships directly with both customers and the larger brokerage community to manage leasing, renewals and design-build opportunities for industrial, flex and office properties. Marketing - Directs and facilitates internal and external company communications and events, designs all marketing and advertising materials and serves as Merritt’s media and public relations contact. Also conducts customer-based research and directs the company’s philanthropic activities. Merritt Construction Services - The construction and development arm of Merritt Properties. In addition to the building portfolio created for Merritt Properties, this experienced team has an impressive list of build-to-suit customers. Known for delivering buildings on time and on budget, the Merritt Construction Services teamworks closely with each client to facilitate all aspects of site development, permitting, value engineering, budget management and scheduling. Over the years, Merritt Construction Services has also cultivated strong partnerships with design consultants and sub-contractors, which has helped instill the Merritt philosophy of designing and building properties for the long term. Virginia Office - The company’s first foray into a market outside of Central Maryland. The Virginia office opened in 1999 with the construction of the Loudoun Tech Center. This office currently manages more than 1,500,000 square feet of office and flex space in Northern Virginia.

Michael Larkin Regional Director NorthernVirginia

Michael is the head of Merritt’s Loudoun office, contributing more than 35 years of construction and development experience to the Virginia Team, where he is focused on land development, construction, and operations. After 15 years of service at Merritt’s Baltimore headquarters, Michael relocated to Northern Virginia in 1999 to establish the Loudoun office, which currently serves over 125 Merritt customers. Michael

demonstrates his dedication to the industry outside of the office with his involvement in various organizations including the Associated Builders and Contractors, NAIOP, Loudoun County Chamber of Commerce, and was one of the original founders of The Builders Foundation. Michael also serves as a member of the Loudoun County Fiscal Impact Committee and the Loudoun County Building and Development Advisory Group. He is actively involved in numerous committees established by Loudoun County and PrinceWilliam County to improve development processes, one of which implemented Loudoun county’s “Fast-Track” development process. In addition, Michael is a member of the Board of Directors at the Good Shepard Alliance, a non-profit organization that provides help and hope for the homeless and those in need through transitional and emergency housing and outreach services..

Eric Dunn Director of Construction Northern Virginia

Eric began his construction career with Merritt in 2003. Starting out in the field, Eric gained experience and transitioned to the role of project manager. He holds a bachelor’s degree in Real Estate and Economic Development from the University of Baltimore and MBAwith a concentration in finance fromUniversity of Maryland. He has been involved in various types of new construction projects, ranging from

single-story warehouse to multi-story office, as well as renovation projects ranging from exterior modifications to upgrading existing building to the LEED EB+OM Gold certification. John Mossgrove Project Manager

Prior to joining Merritt’s Virginia team in 2014, John spent 10 years as a project manager for two civil engineering and design firms that served theWashington, DC region. With significant expertise in all phases of the development process, John is able to shepherd a project from land acquisition through final construction. During pre-construction, he is responsible for navigating the complexities of feasibility, zoning and entitlement. He then works with Merritt’s in-house construction team, as

well as consultants, local utilities and municipal agencies, to proceed through design, budgeting, scheduling, site development, shell construction and interior build-out. Construction Relevant Projects

The following is a list of our recently completed projects of similar size and scope.

Project Name: Baltimore Orioles

Project Location: 333 WCamden St, Baltimore, MD

Summary: Completed in a month before the start of the season, the Orioles’ weight roomwas transformed to create a modern look and feel. The project team began by removing the existing ceiling and lights and raising the mechanical systems to create greater ceiling heights. New flooring and lights were installed, as well as a hospitality station with A/V, a device charging station, beverage coolers, a dishwasher and a sink. In addition, two new offices for the training staffwere constructed.

Project Name: Redskins Indoor Training Facility

Project Location: 21300 Redskins Drive, Ashburn, VA

Summary: 100,800 SF new indoor training facility with 96’ peak clear height, air-structure for full size NFL synthetic turf field. The projected started on October 2011 and completed in December 2011. Addition for hydro therapy room and strength training area. 5,000 SF project started in May 2013 and completed August 2013.

Project Name: MEC 2 /GOALS Project Location: 6159 Edmondson Ave., Catonsville, MD Summary: Completed in December of 2013, the MEC 2 and GOALS Baltimore project was a 50,000-square- foot renovation that transformed an outdated bottling facility and warehouse into a unique office space for MEC 2 and a new indoor sports facility for GOALS Baltimore. The building required major structural improvements before any other renovations could take place. The finished product now features a 15,000-square-foot contemporary office space with an open collaboration work area, a new roof, all newwindows and a new entrance for MEC 2 . In addition, the 35,000-square-foot GOALS Baltimore facility includes two multi-purpose fields, bleacher seating and a snack bar.

Project Name: Merritt Clubs - Canton Project Location: 3401 Boston Street, Baltimore, MD Summary: This $20-million, eight-story addition includes a rooftop deck with two pools, a bar and a restaurant, 20,000 square feet of newworkout space, a ground-level indoor pool and 300 parking spaces. The additional workout space features indoor and outdoor turf for training, an expanded children’s area, and a new six-lane, 25-yard-long swimming pool. There is also a new café and lounge on the first floor just off the workout space. The rooftop deck is slated to include a children’s pool, an adults-only pool and a hot tub. The deck will also feature a full bar and restaurant with 360-degree views of the city.
