such rates as in the socialist cities of the U.S.S.R. In this respect, Moscow holds first place among the world's cities. The following table shows the increase in the number of passengers carried since the Revolution in comparison with 1913. The rate of growth was particularly high in the years of the First Five-Year Plan. In 1931, for example, the in- crease was absolutely phenomenal — 51 per cent more passengers were carried than in 1930. The table on page 51 shows the average utilization of urban transportation facilities by the Moscow popula- tion.
