August 6 it was provided that all payments which had become due and payable before the date of that Proclamation or which would become due and payable on any day before September 4 in respect of any bill of exchange drawn before August 4, or in respect of any contract made before that time— that was to say, before August 4—should be deemed to be due and payable on a da}' one calendar month after the day on which the payment originally became due and payable. Then, by a Proclamation of September 3, the date of payment was extended by a month— to October 4. But there was nothing in the Proclamation of September 3 to alter the class of contracts, payment in respect of which was to be affected by the moratorium. The moratorium was not extended so as to apply to contracts made after August 4. Lord Justice Phillimore and Lord Justice Pickford delivered judgment to the same effect. AT the Preliminary Examination held upon 8th and 9th October, the following passed the examination, and their names are arranged in order of merit :— 1. John A. O'Connell. 2. Patrick Marron, Jun. 3. John J. Early. John Hanrick, Patrick J. Kennedy, and Albert Woodcock have passed the modified Preliminary Examination, for which they had liberty to present themselves. The Council awarded a Gold Medal to James O'Connor, a Silver Medal to William J. Keery, and a Special Certificate to Daniel P. King. Twenty-five candidates attended : twenty passed ; five were postponed. Findlater Scholarship. The Findlater Scholarship for 1914 was awarded to Mr. Valentine W. Miley, B.A., Oxon., who served his apprenticeship with his father, Mr. D. O'Connell Miley, of 12 South Frederick Street, Dublin.
