18. Lift Failure – Passenger Lifts

Lift Failure – Passenger Lifts

If people become trapped in a lift, the following action must be taken in order of priority:

• Only trained people can attempt to release trapped passengers from the lift car • Use a P1 call to the lift company to call an engineer to attend • There is a risk of falling down an open lift shaft when untrained team members attempt to operate the lift or open doors • If the lift car has stopped at floor level and the lift is cable operated, trained team members may release people by opening doors only. The lift car electricity supply must be isolated first • Only a lift engineer may hand wind a lift car • Whenever a “gearless” (Hydraulic) lift is involved, then only the nominated lift engineers (or in an emergency situation, the emergency services) are permitted to release trapped people • For any other entrapment, the lift engineer from the nominated lift Maintenance Company must be asked to attend • If the engineer cannot attend within 60 minutes, then the emergency services must be called • Where the nominated lift Maintenance Company is not involved in the release of the trapped people from the lift, the engineer must be requested to attend the unit after the event and before the lift is put back into service, to check the lift operating mechanism • Lift keys for bypassing interlocking safety devices must be retained in the lift motor room which must be locked at all times. They are only to be used by trained persons • The lift must have a working passenger alarm to allow and trapped passengers to ring for assistance
