Heather Morton, Esq. Program Principal National Conference of State Legislatures

Heather has been with NCSL since 2000 and currently covers consumer and financial services, civil liability and alcohol production and sales issues. She is a staff liaison to NCSL’s Communications, Financial Services and Interstate Commerce Committee and the Task Force on Insurance. In addition, she serves as the NCSL state liaison to the Arizona Legislature and New Hampshire General Court. She earned her law degree from the University of Denver and earned her undergraduate degree in history and women’s studies from the University of Colorado at Boulder.
