Concluding thoughts • Overview of significant areas of innovation and change. – Some come from technology – Some come from legal change • Motivations for innovation are key to understanding future  initiatives/new technology developments. – Can innovators deliver what they promise?  Consumer  protection efforts may be relevant here. – Can states coordinate to ensure a more consistent, navigable  environment? • Federal developments, including changing role for CFPB,  may shift burden to states. • Institutional advantages are hard to overcome when  network effects are in play.
