10. All appeals shall be clearly stated and made in duplicate and shall be accompanied with a deposit of £35.00, which shall be forfeited if the appeal be considered frivolous. Such appeal to be made within fourteen days of the alleged occurrence, to the Northamptonshire Football Association. If the appeal is dismissed the appellants may be called upon to pay any expenses incurred. 11. Players are either non-contract or contract. Any player having a contract registered with the Football Association shall be considered a contract player as per FA Rule C relating to players. 12. The Association shall have first claim on any players belonging to Clubs in the Association. Clubs or members of Clubs willfully violating this rule render themselves liable to be dealt with for misconduct. 13. Neither referee, linesman, nor players shall make Bets on any football match in which they are officiating or playing. 14. That if the conduct of any Club or member of any Club, member of this Association, be considered objectionable in Cup-Ties or other match fixtures, the Council shall have power to deal with same and impose such penalty as they think fit. 15. Should either of the two Clubs in connection with a complaint or any club in any dispute whatever have a member on the Council, the said member shall not be eligible to sit on the Council while the said complaint is being discussed. 16. Clubs shall not play matches with scratch teams when any consideration is paid to the scratch teams or anyone connected there with without permission of the Association. Two scratch teams shall not play against each other when gate money is taken, without the permission of the Association. Note: Application is not necessary for scratch teams where gate money is not taken. 17. The Northamptonshire F.A. shall have the power to call upon any club or player to produce books, letters or documents and any other evidence they may desire. 18. All Northamptonshire clubs within a radius of Ten miles of Peterborough Market Place may enter the Cup competitions. Such entry will constitute entering a County Competition. 19. Each member of the Council shall be furnished with a ticket (which shall not be transferable) and all Clubs belonging to this Association shall admit the holder to their grounds and stands upon production of such ticket and without requiring other authority. 20. Any question not provided for in these Rules, the Council shall have full power to deal with the same. All fines imposed by the Association must be paid within 20 days of the date of imposition, and defaulting clubs will automatically be fined a further £20.00. 21. All players must be registered for the Association Cup Competitions as per rule 11 of the Cup Competition rules. 22. A memento provided from the funds will be granted to all officials of the Association who have been actively connected with the government of this Association for a period of 15 years or over. Such officials to be made Vice-Presidents, as vacancies occur. 23. All Suspensions of Players or Officials shall take effect on and from the Monday following the date of the meeting, except in cases when the meeting is held on a Monday, in which case the suspensions will take effect on and from the following Friday. This will not affect suspensions passed upon offenders for any special or serious offence. 24. Members with 21 years service to the Association shall be made "Life Members" and have full voting powers at Council and General Meetings. 25. Clubs failing to reply to Association correspondence shall be liable to a fine of not less than £20.00
