Dr Packer serves as the Bahen/ Tanenbaum Professor of Civil Engineering at the University of Toronto, Canada. He is a licensed professional engineer in Ontario and the UK, a Fellow of the American Society of Civil Engineers, a Fellow of the Institution of Civil Engineers (UK), and has served on
