CITY OF SHAKOPEE MANAGEMENT’S DISCUSSION AND ANALYSIS December 31, 2018

The 2019 general property tax levy is decreasing by approximately $30,000 to $19,230,500. The levy is decreasing due in part to maintaining stable operating expenditures, continuing growth in our recreation revenues and another year strong year of building permits with several large projects in the pipeline. Stabilizing the property tax levy is also a result of a multi-year process to revamp the budget process by providing increased transparency and creating a financial foundation that builds upon financial stability and low taxes. By using more systematic system of long and short-term financial forecasting, budgets are more easily stabilized with the goal of minimizing the ebbs and flows of one year over another.
