3121 寄件人不知 “無航郵服務”的情況 The Sender Was Not Aware of the “No Airmail Service” Situation​ ​

Not everybody in the newly liberated areas would pay attention to the Military Control Commission’s notice stating airmail service was no longer available. This cover illustrate how the Military Control Commission handled the situation when airmail postage was paid and yet airmail service was not available.​ 不是每個剛解放地區的人都會注意到軍管會“無航郵服務”的通知. 個信封，表現了在航郵郵資下和航郵業務停用時，軍管 會是如何去處理這些情況的。​ ​ 4th September 1949 mailed from Changsha (49.08.04), 12th September transited Shanghai (49.05.27) for final delivery to Hong Kong. Although the 15 fen Hong Kong Airmail rate was paid, airmail service was not available. The letter could only be delivered to Shanghai via the Yangtze River water routing for forward delivery to Hong Kong. In September 1949, the direct land routing Changsha to Hong Kong was blocked by the battle of Hengpo, in South Hunan. This cover was hand stamped with Changsha Domestic Postage Paid (earliest/ latest usage—48.10.03/49.09.09) to indicate the payment of the domestic airmail postage.​ 1949年9月4日寄自長沙 (1949.08.04), 9月12日經上海 (49.05.27), 轉往香港。此封盡管已支付到香港的15分航空郵資，是時長 沙已無空郵服務, 只能經長江水路寄到上海，再寄香港。1949年9月，長沙直寄香港的陸路因湘南的 “衡（陽）寶（慶）戰 役” 而阻斷。此封上蓋長沙 “國內資費已付” 代資戳（該代資戳的最早和最晚使用期：1948.10.3 / 1949.9.9) 。​
