Since the outbreak of the War of Liberation, Dong Qiwu 董其武, KMT Commander of Inner Mongolia refused to fight the Communists in order sustain a friendly relationship. On 19th September 1949, he signed a “peace agreement” with the Communists similar to the Peiping Agreement with the assurance of uninterrupted postal and telecom services. Upon taking over the post offices in the Inner Mongolia region Military Control Commission continued Silver Yuan postage without fixing the expiry date.​ 自解放戦役開始，國民黨內蒙古總指揮董其武和共産黨保持友好關系，49年九月19日進一步簽署和平協議，這跟北平的 協議也有郵電不停的條文，就此當軍管會接收了內蒙古一帶的郵局後，沿用銀元郵資而並沒有指定停用日期。​ ​
