ADVOCAP HEADSTART Programs and services: ADVOCAP Head start is a federally-funded program designed to help children from low income families and handicapped children have a variety of learning experiences. The goal of Head Start is to prepare 3-5 year olds to function more successfully in the elementary school and in all of life’s experiences.
