Vacant and New positions can be reallocated based on a variety of factors, which may include changes in the department’s mission, the reallocation process, and substantial changes in the job requirements. 5.8.2 A reallocation will be treated in the same manner as a transfer or promotion, depending on the nature of the change (i.e., upward or downward). In the case where a position is reallocated within the same step or band or to a lower step or band, the reallocation will be treated as would a transfer. In the case where a position is reallocated to a higher step or band, the reallocation will be treated as a new hire. Pay Rate Advancement within a Pay Range Pay increases for employees in the broadband pay system are recommended by supervisors and approved by the Department Head using the employee’s most recent performance review. 6.2 Pay increases for employees in the step pay system are at a fixed rate and will be granted in accordance with the rates established for the step pay structure and the employee’s most recent performance review. 6.3 Once the employee has reached the maximum rate of pay for his/her position, no further base pay increases can be granted, but the employee may be eligible for a lump sum payment if authorized in the approved annual budget. 6.4 A recent promotion will not affect an employee’s eligibility for pay increases. 6.5 An employee must have completed six (6) months in the employee’s current position to be eligible for a base pay advancement. This means that an employee who receives a promotion, who transfers into a new position, or who moves from recruit status to a Police Officer / Firefighter / Telecommunicator position all must serve in that new position for six (6) months to be eligible for a base pay increase. A reallocation that is a part of a routine Human Resources Department review is not a change in an employee’s position, so an employee is eligible for a base pay advancement immediately after a reallocation. 6.6 An employee must have received a performance evaluation within the most recent performance review cycle to be eligible for a pay increase. This requirement will be adjusted for service members returning from qualifying military leave when required by USERRA or if required for FMLA compliance. 6.7 When pay adjustments are based on employee performance the employee must receive an overall evaluation rating of “Successfully Meets Expectations” or above in the annual evaluation. Those employees who receive an overall rating of “Needs Improvement” on their most recent annual evaluation will not be eligible for a merit pay adjustment increase.. 6.8 All increases are subject to City Council’s adoption of the annual budget. 6.1
