6.18 The City may, in its discretion, pay an employee for all or part of the compensatory time that the employee has accrued and shall correspondingly reduce the employee's compensatory time bank by the amount paid. However, no payments shall be made for compensatory time earned by exempt employees above pay grade 35, above the rank of Police Sergeant, or at or above Battalion Fire Chief except in declared states-of-emergency as described below.

6.19 When the exemption status of an employee changes from non-exempt to exempt, the employee will be paid the complete balance of accrued compensatory time.

6.20 When an exempt employee at or below pay grade 35, at or below the rank of Police Sergeant, or below the rank of Battalion Fire Chief, is promoted or reclassified into a position above pay grade 35, above Police Sergeant, or at or above Battalion Fire Chief, the employee will be paid the complete balance of accrued compensatory time. 6.21 When an employee transfers from one department to another, regardless of whether the transfer included a change of exemption status, the employee's accrued compensatory balance either will be transferred to the new department with that department director's permission, or the balance will be paid prior to the transfer. 6.22 Holidays are counted as time worked for overtime purposes. Vacation, sick leave, petty leave, compensatory time and delayed holidays are not counted as time worked for overtime purposes. When actual work time, excluding vacation, sick leave, petty leave, delayed holidays, and compensatory time, exceeds the employee's normal work hours, compensation will be awarded in accordance with the other provisions ofthis policy.

6.23 Time should be recorded to the exact minute on time systems that allow this level of detail. For other systems, rounding is permitted as follows:
