PURPOSE The Performance Evaluation System has been established to provide a systematic process to review and to encourage high quality performance and productivity.

For the purposes of this policy the words below have the following meanings: Performance Ratings Exceptional – Performance far exceeded expectations due to exceptionally high quality of work performed in all essential job responsibilities, resulting in an overall quality and quantity of work that was superior; and either 1) included the completion of a major goal or project, or 2) made an exceptional or unique contribution in support of unit, department, or City objectives. This rating is achievable by any employee though given infrequently. Exceeds Expectations – Performance consistently exceeded expectations in all essential job responsibilities, annual goals were exceeded and the quality and quantity of work overall was excellent. This rating is also given less frequently. Successfully Meets Expectations – Performance consistently met expectations in all essential job responsibilities, at times possibly exceeding expectations, and the quality and quantity of work overall was very good. The most critical annual goals were met. Most employees will typically receive a Successfully Meets Expectations rating. Needs Improvement – Performance did not consistently meet expectations – performance failed to meet expectations in one or more essential job responsibilities, and/or one or more of the most critical goals were not met. A professional development plan to improve performance must be attached and monitored to measure progress. Performance Reviews Candid, timely reviews are important tools for the City organization and supervisors are responsible to provide reviews to their employees. Reviews serve as a platform for feedback, they help to establish clear expectations, they recognize work achievement and set the stage for future 1.0 1.1
