Ensure testing resources are in place, maintained, and sufficiently  Established by the Chemical and Biological Defense  Program Test & Evaluation (T&E) Executive in 2005 contemporary to support incoming T&E program test requirements. I. Adequate fidelity and scale II. Test results that are scientifically reproducible, legally defendable
