though both of them signed this Protocol. 1127 With regard to Protocol No. 4, the only judgment in respect of an application, in which an Article 34 NGO complained, inter alia, under Article 2 and 3 of this Protocol, was in the case of Eugenia Michaelidou Developments Ltd and Michael Tymvios v. Turkey . 1128 The Court came to conclusion that these complaints were inadmissible. Therefore, Protocol No. 4 to the Convention will not be covered in the current study and consequently there is no need to specify the signatories of this treaty. The next on the list is Protocol No. 7. The examples of its applicability to Article 34 NGOs will be provided later. At this point, it must be noted that this Protocol contains 43 ratifications. Germany, the Netherlands, Turkey and the United Kingdom are not parties to this Protocol. 1129 The last in our research is Protocol No. 12 to the Convention. It has the smallest number of ratifications in comparison with previously analysed treaties. Protocol No. 12 entered into force ten years ago, on 1 April 2005. Only 18 of the 47 CoE member states have ratified it. 1130 Let us have a look at what rights contained in the above-mentioned Protocols to the Convention may be complained of by Article 34 NGOs. 2.10.2 List of rights in the Protocols On the basis of the analysis of the Convention, its doctrine and the case-law of the Court, the author formed the following list of rights, which are applicable to Article 34 NGOs under the Protocols to the Convention.
