favorable – work out a project scope in advance of the interested party’s application and then supervise the loan process. One of Cal Boating’s crowning achievements under the loan program is South Beach Harbor, located in San Francisco at Pier 40, half of a mile south of the Bay Bridge on the Embarcadero. Conceived in the late 1970s and early 1980s, the South Beach project was completed in 1986 by Cal Boating, the San Francisco Redevelopment Agency, and the Port of San Francisco. The full-service marina, which offers access to great sailing and spectacular views of the city skyline, features 700 slips with modern concrete docks, a 500-foot recreational/commercial guest dock, the Pier 40 Maritime Sailing Center, and South Beach Park. Part of the challenge comes from the variety in locations: coastal facilities have different requirements from those at mountain lakes. Considerations include the size of the boats that use the facility; ramp
