Description Phase 1 of this project includes restoration to the Blue Lake Channel tributary within the bluff adjacent to the Arbor Bluff development. The steep section within the bluff is experiencing erosion and needs to be restored and stabilized. This project is in coordination with the adjacent residential development and trail improvements which is planned to be constructed prior to completing the development. Phase 2 is a regional best management practice located west of CSAH 83 to implement for rate control, flood protection, and water quality. The timing of this phase is dependent on development. Justification It is important to restore and stabilize the channel to protect adjacent infrastructure and property. The regional best management practice is important to control rates to manage the stormwater system and protect or reduce the potential for flooding in the downstream stormwater system. These projects also provide water quality benefit by reducing sediment and phosphorus to help meet water quality goals and NPDES MS4 requirements.

Budget Impact Restoration and construction for this project would be coordinated with the timing of adjacent development. A feasibility study that evaluated flooding was completed by WSB in 2014. An AUAR was completed by Stantec for this area. A feasibility study by Stantec partially funded through Watershed Based Implementation Funding was completed to determine if there is a water quality benefit opportunity with oversizing. The study did identify that there are opportunities for water quality benefits with the regional system to be incorporated with development.
