West End Initial phases of the Windermere development began in 2017, coinciding with the initial phase of the 17th Avenue extension which is planned to ultimately connect to Highway 69. The initial phase which is primarily residential is planned to be completed by 2020. Retail uses are planned near the Marystown Road/U.S. Highway 169 interchange with potential additional smaller retail nodes near the intersections of Chestnut Blvd and Highway 69 and Marystown Rd. The plan also envisioned business park uses to the west of the bluff, concentrated at the Highway 69/US 169 interchange. With the adoption of the Jackson Township Orderly Annexation Agreement in 2018, additional land to the west of the bluff and extending to U.S. Highway 169 is guided for phased annexation into Shakopee. This opens over 300 acres of land for new employment opportunities with highway access and visibility.
