IMPAIRED WATER Impaired Waters: The Minnesota Pollution Control Agency is required to publish a list of impaired waters, which are lakes and streams in the state that are not meeting federal water quality standards. For each body of water on the list, the MPCA is required to conduct a study to determine the allowable Total Maximum Daily Load (TMDL) for each pollutant that exceeds the standards.
