L E T T E R
To the Esteemed Members of the FBI National Academy Associates,
As I compose this message in early February, with much of the nation enduring severe winter conditions, I am reminded that we still have an opportunity to strengthen our active membership. Many law enforcement associations are currently experiencing a decline in membership. In previous generations, law enforcement professionals would gather informally to discuss work and life matters; today, many officers return home after their shifts, often going to secondary employment or to engage with broader communities via social media. Several Chapters have made commendable efforts to increase their membership, and I extend my sincere appreciation for their dedication. It is important to recognize that membership is not solely about the collection of dues. True active membership is about fortifying our network of shared expertise and corporate knowledge. Historically, members could submit operational inquiries to the Association’s Office and receive prompt, informed responses from engaged colleagues from around the world. In response to member feedback, the Association has implemented an autorenewal option, which is now utilized by approximately 3,245 members. Thank you for embracing this initiative. There remains time to renew your membership, as the

renewal period is open until the end of February. I encourage you to reach out to session mates and Chapter partners who have not yet renewed and motivate them to do so. Together, we can continue to build a robust global network of professional knowledge. And you can experience the many benefits our association now offers our active members. We are currently working on a vacation option like VRBO or Vacay with the NA, a term coined by the beloved 2nd VP Larry Dyess. Our national team is working for you. Go to the web page or the Connect app, and see what has been done to give your membership value.
The strength of this Association is directly tied to the active participation of its members. I urge you to remain engaged and committed.
If you have not yet renewed your membership, please take a moment to do so before the end of February. Additionally, reach out to your colleagues and encourage them to renew as well. Your active involvement is essential to the continued success and growth of our Association. Let us work together to ensure our network remains the strongest, most vibrant, and most supportive of all members.
Sincerely,
William J. Carbone FBINAA President NA Session 217

EDUCATION
LEADERSHIP CERTIFICATION PROGRAM In 2022, we introduced the FBINAA Leadership Certification Program. This program offers a series of courses, open to all law enforcement professionals, that encompass the latest strategies, techniques, and real-world leadership scenarios to prepare each attendee to better lead their respective unit, shift, or agency into the unpredictable future of law enforcement. Since its inception, over 3,000 individuals have enrolled in the program with over 400 graduates. TRAINING WEBINAR SERIES Our members and their staff enjoyed 15 free webinars in 2025 as part of the FBINAA's Training Webinar Series. These webinars covered the latest topics and trends in law enforcement and public safety, and featured experts from around the world. Over 2,000 law enforcement executives benefited from this member service. LEADERSHIP APB PODCAST SERIES In 2024, the FBINAA continued with the production of its podcast series entitled Leadership APB. The monthly Leadership APB podcast series engages law enforcement and public safety executives in discussions on timely and current topics affecting first responders around the world. These leaders share their leadership and managerial philosophies, successes, and obstacles they have encountered in their careers. The podcast series is a free audio program distributed to FBI National Academy Associates’ members, their staff, and other law enforcement executives that provide our communities, states, countries, and professions with the highest degree of law enforcement professionalism and expertise. The Leadership APB podcast series is broadcast on the first Wednesday of each month. In 2025, 12 episodes aired with over 2,900 downloads and a listenership of over 7,000 members and nonmembers.

LEADERSHIP FORUMS In 2025, the FBINAA conducted 12 Leadership Forums: Mass Casualty Response Leadership Forums, Officer Resiliency, Safety & Wellness Leadership Forums, School Shooting Prevention Leadership Forums, and Leadership Tactics and Strategies for Tumultuous Times Leadership Forums. The goal of these Forums is to provide all law enforcement and other leaders with the knowledge, skills, and resources needed to improve the overall security and wellness of their communities. OFFICER SAFETY & WELLNESS Officer resiliency, safety, and wellness continue to be one of the keystone advocacy issues of the FBINAA. In 2025, thanks to the support of the Motorola Solutions Foundation and the Enterprise Mobility Foundation, over 5,000 law enforcement and correctional officers were trained in the Comprehensive Officer Resilience Program® and 40 new trainers were certified through Train the-Trainer programs held throughout our Chapter network. 61ST NATIONAL ANNUAL TRAINING CONFERENCE The four-day 2025 National Annual Training Conference, held in Baltimore, Maryland, was attended by over 1,600 participants. The conference program followed the long-standing format and included 38.5 hours of law enforcement training sessions, along with one required general membership meeting, two major evening events, a welcome reception in the exhibit hall, an additional social mixer on the exhibit hall floor, opening and closing ceremonies, a professional exhibition, and four hospitality receptions. The FBINAA extends sincere appreciation to the Maryland/Delaware Chapter, with special recognition to the Co-Host Committee and its members, whose leadership and dedication were instrumental to the conference’s success. The event also received tremendous support from other FBINAA Section III Chapters, as well as local law enforcement volunteers from the metropolitan Baltimore area.

2025 saw many changes for the FBINAA retail store. In April, the retail department began offering customized knives by Humble Beginnings, a family owned, small business that creates high-quality, gorgeous pieces that blend art and functionality. Additionally, premium-quality 3D wood badges and insignias were made available by Serenity Woodworks, an active-duty military, family-owned business. In June, FN American Firearms began producing two firearms able to be customized with the NA seal. Shortly after, KB Emblem Company joined our list of suppliers for patches and coins in July. Finally, although they’ve been a longstanding partner with the FBINAA, SymbolArts became the provider for the NA’s current-in-session patches, pins, and coins. In September, the FBINAA welcomed a new Retail Operations Manager, Jaxi Stout, who has nearly two decades of business management and customer service experience. In 2025, the retail store processed 5,896 transactions in the brick-and-mortar location. Through online retailers, over 700 additional transactions were processed. Your support is instrumental in continuing the mission of the FBINAA, and we thoroughly appreciate your business!
